1. Susulan forum "The Impact of China's Investments in Malaysia", pelbagai lapuran dan reaksi dari pelbagai pihak terhadap komen mantan Perdana Menteri, YAB Tun Dr.Mahathir berkenaan kemungkinan membina sebuah lagi perusahaan otomotif negara.
2. Antaranya termasuklah dari Timbalan Menteri Pengangkutan, YB Datuk Aziz Kaprawi. YB Datuk menegur hasrat Tun sebagai tidak mendatangkan hasil dan menuduh Tun berfikiran kuno kerana hendak membela pasaran tempatan.
3. Di sini, suka saya memperbetulkan fakta-fakta isu ini.
4. Sewaktu forum kelmarin, Tun ditanya hasrat Tun secara peribadi, dan bukan perancangan Pakatan Harapan , sekiranya Tun diberi peluang menyumbang kepada pembentukan Malaysia sekali lagi.
5. Tun menyatakan hasrat beliau untuk mengambil kembali penguasaan ke atas Proton, atau kemungkinan suatu usahasama otomotif baru.
6. Di sini, sebaiknya kita merujuk kembali kepada konteks perbincangan terdahulu di dalam forum tersebut yang membawa kepada kenyataan Tun.
7. Antara titik perbincangan yang diwarwarkan oleh pakar ekonomi, Profesor Jomo K.Sundram adalah bahawa Malaysia telah melalui fasa "deindustrialisation" yang terlalu awal, walhal fasa ini lazimnya hanya berlaku selepas sesebuah negara itu mencapai kematangan perindustrian dan kejuruteraan berat.
8. Penjualan Proton adalah petanda berlangsungnya "deindustrialisation" di mana kepakaran kejuruteraan dan industri berat belum cukup terbina bagi menjamin sektor industri berat Malaysia akan terus berkembang.
9. Susulan ini, kenyataan Tun adalah di dalam konteks bagi terus membina kapasiti bagi membentuk kepakaran tersebut dalam negara.
10. Saya juga turut kecewa dengan nada YB Datuk yang merendahkan kapasiti intelektual Tun.
11. Sebenarnya, jika YB Datuk ingatkan kembali, pemasaran Proton ke luar negara memang antara teraju utama dalam pembentukan Proton.
12. Mungkin YB Datuk terlupa bahawa Proton Cars (UK) Ltd diasaskan pada tahun 1984 sebagai salah satu pasaran luar negara pertama dan utama bagi Proton. Proton Cars Australia Pty Limited pula diasaskan pada tahun 1996.
13. Jika ini dikatakan sebagai pemikiran alaf baru, makanya Tun telah berfikiran terkehadapan lebih awal dari YB Datuk dan kepimpinan negara.
14. Sebenarnya pengembangan jaringan edaran bukannya suatu idea baru dalam mana-mana industri. Sebaliknya pemikiran alaf baru adalah bagaimana hendak menjamin agar pasaran-pasaran yang ditembusi, dapat dikekalkan.
15. Ini memerlukan kepakaran dan kebolehan bagi menaiktaraf model-model kereta Proton dengan lebih kerap bagi memenuhi keperluan pelbagai negara (berbanding pasaran domestik).
16. Ini memerlukan kebolehan lebih cepat ke pasaran ("faster speed to market") berbanding pesaing-pesaing.
17. Ini juga memerlukan kapasiti kejuruteraan yang begitu canggih agar dapat mendakap kemajuan teknologi yang begitu pesat dalam industri otomotif dunia.
18. Sesungguhnya kebolehan yang terakhir inilah yang cuba dipupuk Tun melalui Proton, agar kebolehan kejuruteraan ini dapat memacu pengindustrialisasi negara ke tahap seterusnya.
19. Saya risau pula bila fikirkan bahawa YB Datuk dan kepimpinan tertinggi negara tidak dapat mengutarakan dengan jelas kelebihan kompetitif yang diperolehi melalui penjualan Proton kepada Geely.
20. Berkait dengan alaf baru, mungkin YB Datuk harus ingat kembali, Tun antara yang pertama sekali mencadangkan pengeluaran kereta elektrik negara.
21. Nah, berdasarkan polisi antarabangsa yang semakin popular di Eropah, penggunaan kereta dan kenderaan yang berasaskan petroleum akan dihapuskan dalam masa kurang 2 dekad saja lagi bagi membolehkan kenderaan elektrik menguasai pasaran.
22. Di mana pemikiran alaf baru YB Datuk sekarang? Takkanlah Tun juga yang harus memerah otak bagaimana hendak menangani perkembangan alaf baru ini walau sudah ditegur berdekad lalu?
23. Seperti yang pernah saya katakan, walau YB Datuk antara menteri yang berkebolehan di masa kini, sebagai seorang yang dikatakan berhingus berbanding Tun, perlu ada sedikit hormat dalam teguran yang diberi agar tidak memalukan diri sendiri.
24. Atau mungkin UMNO sudah lupa peradaban Melayu?

Statement Refuting YB Datuk Aziz Kaprawi’s statement regarding Tun Dr Mahathir’s proposal for an new “Proton” Initiative
1. Following the forum discussing "The Impact of China's Investments in Malaysia", there were many reports and reactions from numerous quarters regarding comments made by former Prime Minister, Tun Dr.Mahathir on the possibility of developing another national automotive concern.
2. Among them is the Deputy Transport Minister, Datuk Aziz Kaprawi who lauded Tun's proposal as not feasible and accused Tun of "old school thinking" for wanting to preserve the domestic market.
3. I would like to correct the facts surrounding this issue.
4. During the forum, Tun was asked his personal wishes, devoid of party stand, should Tun be opportunate enough to help reshape Malaysia.
5. Tun replied his wish is to retake Proton or otherwise start a new automotive concern.
6. In order to proceed, we should refer to the context of the discussion in the forum that led to this train of thought.
7. Among the points raised by expert economist Professor Jomo K.Sundram was that Malaysia went through premature deindustrialisation, whereas it should only happen after a nation reaches a mature heavy engineering and manufacturing industry.
8. The sale of the stake in Proton marks the deindustrialisation at a time when heavy engineering and manufacturing industries have not matured enough to ensure Malaysia's industrialisation continues to develop.
9. Following this, Tun's response is in the context of capacity building to shape the requisite expertise in the country.
10. am equally disappointed with Datuk's condescending tone which doubted Tun's intellectual capacity.
11. Actually, if Datuk remembers, the marketing of Proton overseas have always been a key in Proton's development.
12. Perhaps Datuk forgot that Proton Cars (UK) Ltd was formed in 1984 as the first and a key overseas market for for Proton. Proton Cars Australia Pty was in turn formed in 1996.
13. If this is new school thinking, then Tun had indeed pioneered the thinking much earlier than Datuk and the top leadership.
14. Actually, expansion of distribution is not a new idea in any industry. On the contrary, new school thinking is in resolving how to ensure captured markets are not lost.
15. This requires expertise and an ability to upgrade Proton's models more frequently in order to fulfill the multitudinous needs of foreign markets.
16. This requires the ability to reach a faster speed to market compared to competitors.
17. This also requires an engineering capacity that is more advanced in order to integrate rapid technological advances.
18. It is this last ability that Tun was trying to nurture through the Proton initiative, in order for te engineering capability to nation's industrialisation to the next level.
19. I am a bit worried when Datuk and the top leadership cannot articulate the competitive advantage to be gained from the sale of Proton to Geely.
20. Going back to the new millenium and new school thinking, perhaps Datuk could recall that Tun was among the first to suggest the manufacturing of the nation's electric car.
21. Now here we are in the new millenium where recent developments are seeing the call for the abolishment of petroleum based vehicles in less than 20 years, to be replaced by alternative powered vehicles including electric cars.
22. Where is Datuk's new school thinking now? Don't tell me that Tun will have to offer solutions again on how to handle this situation even though he had initiated this decades ago?
23. As I have said before, even though Datuk is one of the bright sparks in the cabinet, as a relative rookie compared to Tun, perhaps there should be some respect in his reprimand so as to not embarrass himself.
24. Or perhaps, UMNO has forgotten Malay civilities?
